DECLARATION OF THE DEMOCRATIC LEAGUE OF KOSOVO ASSEMBLY
The Assembly of the Democratic League of Kosovo, after reviewing the political and organizational state of the party, adopts this Political Declaration, which defines the main reformative, organizational, and programmatic orientations of LDK.
#### 1. Full Organizational Restructuring of LDK
1.1. The LDK Assembly demands a comprehensive reorganization of the party’s structure at all levels, based on meritocracy, proven political commitment, and functional branches and sub-branches.
1.2. The Assembly requires that within 100 days, a Political and Organizational Platform be drafted and finalized on the New Model of LDK’s Organization.
1.3. This platform must foresee the restructuring of branches according to functional models, with active and operational sub-branches, clear responsibilities, and measurable mechanisms for political and organizational performance.
1.4. The Assembly authorizes the LDK Presidency to form a Commission for Amending the LDK Statute.
1.5. The Assembly reaffirms the principle that no LDK member should hold more than one party function, except for roles arising from election or appointment in the institutional service of the Republic of Kosovo, ensuring a clear separation of responsibilities and avoiding the concentration of party power.
#### 2. Respect for Collective Decision-Making and Statutory Discipline
2.1. The Assembly demands full, unconditional, and continuous respect for the decisions of the LDK Presidency by all party structures, once these decisions have undergone the regular process of debate, consultation, and collective decision-making.
2.2. The Assembly emphasizes that internal democracy entails free debate before decisions and respect for majority decisions afterward.
2.3. Any form of political individualism that undermines collective decision-making, organizational unity, or party functioning will be addressed through statutory mechanisms, in line with LDK’s Statute and principles of political accountability.
#### 3. Reorganization of Central Bodies and Strengthening of Branches
3.1. The Assembly requests the LDK President to form a new statutory Presidency, serving as the main decision-making body for political and strategic leadership. The President is authorized, in consultation with LDK Vice-Presidents, to appoint the new Presidency as soon as possible.
3.2. The Assembly calls for strengthening the role and competencies of the Branches’ Collegium, consolidating it as a functional decision-making mechanism in organizational matters, ensuring branch representation, internal cohesion, and direct coordination between central and grassroots structures.
3.3. The Assembly demands the formation of a new coordinating body, the Local Governance Representation Body, composed of mayors from LDK-led municipalities and representatives of local governing coalitions, to harmonize party policies with local governance practices.
3.4. The Assembly requires that the LDK Presidency, Branches’ Collegium, and Local Governance Representation Body operate in full organizational and political coordination, ensuring unified action, clear competencies, and institutional efficiency at all levels.
3.5. The Assembly calls for the formation of an LDK Advisory Body, composed of historical LDK figures and personalities who have held leadership roles in the party and institutions. This body will have a consultative (non-decision-making) role, preserving political continuity, institutional memory, and long-term strategic direction.
#### 4. National Program and LDK’s Institutional Role
4.1. The Assembly demands that LDK draft and present a National Political Program, clearly positioning LDK as a governing force, a factor of institutional stability, and a bearer of state responsibility.
4.2. This program and all actions preceding it must reflect LDK’s historical and current role in state-building, strengthening democratic institutions, and ensuring Kosovo’s political and institutional stability.
4.3. The Assembly grants full support and authorization to the LDK President to lead and represent the party in all state and political processes in the next institutional phase, in line with programmatic principles, public interest, and LDK’s state responsibility. The President will develop political positions in consultation with legitimate party bodies, with final decisions binding for all LDK structures.
#### 5. Final Provisions
5.1. The Assembly considers this Political Declaration a binding guideline for LDK’s political and organizational actions in the coming period.
5.2. The adopted vote marks the beginning of a new reformative and consolidating phase for LDK, in service of its members, voters, and the Republic of Kosovo.
