Shpend Avdili, candidate number 37, a lawyer and long-time activist of the Democratic League of Kosovo (LDK), is one of the figures who most clearly represents the continuity of the Rugova legacy in the capital.
Born in Prishtina, Avdili began his political journey on March 21, 1997, as part of LDK’s Youth Forum. Just a few months later, on October 1, 1997, he was among the youngest participants in the student protests, demonstrating his commitment to freedom and democracy.
After the war, he became one of the most dedicated activists to advance the vision of the historic President, Dr. Ibrahim Rugova, and was among the founders of the Prishtina Youth Network.
Academically, Avdili is a lawyer with a master’s degree in Administrative-Constitutional Law, equipping him with a strong legal and institutional approach to local governance. He has worked as a legal officer in the Ministry of Infrastructure and as a political advisor in the Ministry of Diaspora. Currently, he serves as a political advisor to Mayor Përparim Rama on issues related to persons with special needs.
Within LDK, Avdili holds the position of General Secretary of Branch III, named after President Ibrahim Rugova, where he has contributed to strengthening the party’s structures and deepening its connection with citizens.

He began his campaign with a heartfelt dedication to the historic President, Dr. Ibrahim Rugova, sharing a photo taken together at the Rugova Residence.

This campaign is one of the most important moments of my political life and holds special significance for LDK. Today, I dedicate this journey to the man who inspired me to embark on this path and whose legacy gives me the strength to continue,” Avdili wrote.
He emphasized that he has been fortunate and privileged to know President Rugova closely, considering him the greatest inspiration for his public engagement.
“I have been fortunate and immensely privileged to meet, support, and love him throughout my life. President Rugova and everything he represents are the very heart of LDK. I am proud to be here—this campaign is for you, Mr. President, for the Prishtina you always held in your heart,” he added.
Finally, Avdili expressed his gratitude for the support of citizens and his friends:
